Our Policy

NASPR supports the goals and objectives of both the parent clubs in the United States and Canada. We are a recognized Rescue organization with the Chinese Shar Pei Club of America. (CSPCA)

NASPR is committed to the Rescue and placement in permanent homes of as many abandoned or abused purebred Chinese Shar-Pei as possible. In doing so, however, it must be understood that neither we, nor any rescue group, can save them all. Rescue is a business of hard choices and unfortunately it falls on us to make these difficult decisions.

NASPR’s position is that each rescue group must come to its own decisions regarding policies and procedures and develop a strategy that works for them. We are aware that each group is unique and is operating with the same goal in mind that we all are. We respect each groups viewpoint and philosophy whether it differs from ours or not. The bottom line is that we are all working to save as many dogs as possible and the more we work together as a team the more we will realize that goal.

NASPR believes that Rescue should be reserved for those last chance dogs that, after evaluation, are deemed to be adoptable. We are not, and do not intend to become, a sanctuary. Many times the lines between rescue and sanctuary are blurred and decisions are made with the heart. Many rescues groups in all breeds have become ineffectual because they have let emotion rule decisions, and dogs were taken in that in all reality have had no hope of adoption.

As a consequence NASPR has developed a set of guidelines for our operation. It must be stressed, however, that each rescue case must evaluated on it’s own merits and nothing is absolute. The following are general guidelines which we follow. These guides are designed to allow us to maximize our limited kennel space, resources and personal to provide the most effective method of dealing with the enormous problem that confronts us all.

  • Rescues taken in must be considered adoptable. We will not accept dogs that have bitten or showed excessive aggression to humans. Dogs with severe medical problems or requiring long term rehabilitation generally do not fit our criteria. While age is generally not a decisive factor we will consider whether a senior dog can be successfully re-homed.
  • Owner Surrenders. Generally owner surrender dogs do not fall within the guidelines of what we believe a rescue situation is. It must be understood we are not a "welfare" organization, nor are we a dumping ground for those individuals who have grown tired of their dog. We firmly believe that owners must take responsibility for their canine companion. In addition we believe that breeders should have in their contracts that they are willing to take back dogs of their breedings should the situation arise
  • In situations where circumstances have arisen beyond the owners control, owner surrenders will be considered provided they meet the adoptablilty "standard" and other criteria. This criteria includes having the dog up to date on all shots, neutered, and a acceptable health check within the previous thirty days from a licensed veterinarian. An owner surrender fee will also be charged to cover the dogs expenses while in rescue. The owner must also have exhausted all other avenues to re-home the dog. In cases of owner surrender, where the dog is not physically taken into rescue, we will attempt to assist in counseling the owner(s) to resolve any problem they have with the dog. Failing this, we may provide web space to advertise the dog as a private surrender provided the dog is neutered.
  • Adoption charges will be based on the amount of money and resources we have committed to the dog. These will vary in each case but generally the minimum amount charged is $175.00 per animal. Costs of transport and any medical certificates required to receive the dog will be the responsibility of the adopter.
  • NASPR’s position is that no dog leaves our rescue program unless neutered or spayed. In the case of young puppies where it is not medically advisable to neuter the dog at the time of adoption, our contract will mandate neutering prior to or at six months of age. There are no exceptions to this rule.

NASPR’s web site is open to any legitimate Chinese Shar Pei rescue organization or group. We will post any dogs they may have for adoption along with a description and contact person. We will also post any news items such as fund raisers or announcements the group feels appropriate. NASPR does reserve the right to refuse or edit any material which in our opinion is not appropriate or does not serve Rescue’s best interest.

NASPR believes that education is the key in the fight to reduce the amount of rescues as well as the general attitude of the public. The general perception that dogs are a disposable item must be addressed and efforts to correct that misconception be concentrated on.

NASPR reserves the right to refuse or reject application for adoption.  Our first concern is the welfare of the dogs available for adoption.  We reserve the right to make that final determination based on the information we receive or discover and what we believe is in the best interest of the dog." 


STATEMENT OF MISSION

 

The North American Shar Pei Rescue organization was established to assist and augment the rescue efforts of the Chinese Shar Pei Club of America Inc., as well as our Canadian neighbors to the North.

Our sole purpose is to provide services to any and all approved purebred Chinese Shar Pei Rescue groups in the United States and Canada. To this end we are providing a web domain which will be open to all rescue organizations as a way to network and advertise dogs they have for adoption. Some of the other services provided are:

• Providing counseling services to owners inquiring about re-homing their dogs.

• Temperament assessments of dogs for potential entry into rescue programs.

• Home checks and applicant screening.

• Follow up on rescue placements.

• Screening of applicants for Owner Surrender dogs that meet certain criteria.

• Assisting with coordination of transportation for rescue dogs.

 

While some services are limited at this time we anticipate being able to expand them with the adding of more volunteers.

Our organization consists of experienced Shar Pei owners, exhibitors and breeders who are located throughout the U.S. and Canada.

While NASPR has it’s own rescue program with it’s own policies and procedures we believe strongly that each organization is autonomous and should have it’s own structure and philosophy. As long as any rescue group adheres to the basic tenants of Rescue (defined as abandoned, abused, homeless or unwanted) they are free to utilize our web site and services. There is no charge for any assistance we provide.

NASPR is a non-profit Tennessee Corporation and also a  Federal non profit Corporation . All our members are volunteers and no salaries or commissions are ever paid to our members. We operate solely on donations and sponsorships.

We firmly believe that by working together in a network system we can make a difference in achieving our common goals.
